Yes this is true. The setting is enabled by default and it's under power settings, called "Quick Boot" (or something alone those lines). If you want to disable this feature, go to your power settings in the control panel, and as an administrator, disable that checkbox.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

Wait.. What?

Win 8 onwards Windows only shuts down the user kernel, and keeps the system kernel in stasis for better boot and shut down times.

Wait.. What?

There is nothing wrong with this first off. It does shut off your computer parts. It keeps it booting slightly faster.

 

You can also go into control panel > Hardware and Sound > Power Options > System Settings (can also click on "Choose what the power buttons do" When at this menu click on "Change settings that are currently unavailable" then uncheck mark "Turn on fast startup (recommended)"

 

Fast startup will be turned off and your PC will completely shut off. Boot times don't change that much but maybe slightly (at least for higher end or newer devices).
