Computer not posting help?

Hi?

I've just finished building my new rig and when I power it on, it fails to post. The power supply spins up, the motherboard LED turns on, but the power button only blinks white for a second, and then turns off. Here's whats inside:

CPU: Intel Xeon e3 1225v5

MB: Asus z170M-Plus

Case: Corsair Carbide 200R

PSU: EVGA supernova 650G

RAM: 2 sticks of HyperX fury ddr4 2133mhz

SDD: samsung 950 pro (256gb)

GPU: Diamond 7970 ghz edition

Cooler: Corsair H55

I'm pretty sure the power supply works, as the fan turns on, and the GPU fan spins also, but only for a split second, then it stops. The green MB LED remains on, but there are no beeps, I have tried booting it with different RAM permutations, with my 980, and without any GPU. My first guess was a compatibility with the CPU, any guesses?
