HELP! CPU usage causing low/unstable GPU usage

Hi guys!

I bought a Gigabyte GTX 970 a couple weeks back and I've

been having some stutter and gpu-usage problems with it.

As far as I can see these GPU-usage drops occur when my CPU-usage is reaching 100% on one or more cores.

 

I thought it was the PSU, bought another one, nothing changed; bought a new motherboard, nothing changed.

I tested my GPU in my friends computer, he has a very similar build, another PSU and another chassi but that's it 

and it works perfectly fine there

 

Tried with and without overclock on CPU but no difference.

Reinstalled windows with new drivers.

 

I don't know what to do anymore, if someone has any idea please let me know.

What games make your cpu go up to 100%?  I haven't seen any games that would max your cpu.

Call of duty black ops 3, I have no idea what's going on. it ran better with my 280x but i suppose my CPU broke somewhere in between.
