get a better graphics card like the r9 380 or 390 and don't bother getting an aio liquid cooler unless you plan on overclocking your cpu a lot

Get a 380x or 380 4GB over the 960, also a different PSU from seasonic/evga

 

edit: you have an overclockable CPU but not a motherboard that supports it. You need a Z97 mobo.

get a better graphics card like the r9 380 or 390 and don't bother getting an aio liquid cooler unless you plan on overclocking your cpu a lot

he shouldnt get a K processor either if he doesnt wish to OC, which will save some cost as well. Maybe put it into a PSU?

You can save yourself some money by going for a 500-550W PSU, and getting a slightly better GPU.

Okay, here's a revised build. Any further tweaks?

Not worth liquid cooling a locked CPU, get a cheap air cooler like the CRYORIG H7, be quiet! Pure Rock, CM Hyper 212 EVO or Noctua NH-U12S. Will likely perform better than the H55, too.

EDIT: @The Official Czex's build was great, you should look at that @Manonthemoon.

Why? He got you a Z97 board and overclockable CPU within budget, why would you not? If needs be you could just not overclock it. At least you'd have the option in the future.
