do i need windows pro or home 

CPU: i5 4690k  (overclocked to 4.3ghz)             CPU Cooler: Cryorig h7                 MOBO:  Msi Z97 pc mate             RAM: 8GB HyperX 1600 blue

GPU: rx480  4gb                                                 CASE: Corsair Spec-01 red              OS: Windows 10

PSU: EVGA 500   watt                                       SSD:    v60gb Mushkin ssd                HDD: 1000GB WD BLUE

If it is Windows 7, you will want pro as home only allows you to use 8GB of RAM at maximum.

A Microsoft blog post from May 13 described each edition. Windows 10 Home is the "consumer-focused" desktop edition aimed at PCs, tablets and 2-in-1 devices. Windows 10 Pro is also geared for PCs, tablets and 2-in-1 devices but throws in extra features for small businesses, such as the ability to manage your users' devices and use the remote desktop tool to log onto and control another PC.

So, I doubt you'll need the Pro version of Windows 10 unless this describes you.

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

The OS is like a kind food, Try it before saying if you like it or don't.

I'd say he'd be looking at Home Premium (16GB limit) as Home Basic (not available in US) & Starter (32bit + OEM only) had very limited distribution.

Later Windows OS's had higher limits so it's even less of an issue.
