fallout 4 is lagging bad

every few minutes the game will completly lock up and for a couple seconds then it repetes while im playing. i have mods that allow me to make bigger towns?

the game doesn't seem to like building past the size limit. i have the mod that allows you to build past the limit and now every time i go to my settlement it lags.
