Weird boot bug

So I upgraded to a new PC and I took my old HDD's ( 120gb OS, and 1TB for mass storage) and my raedion 5670 to my new PC. My new specs are AMD FX 8350, 2x4 gb of corsair vengeance ram, 750 xfx PSU, gigabyte 970a-ud3p (MOBO). I build the PC out of the case to post it and it posted, I then restarted it and it fully filled my screen ( my old PC had about a 1 inch border around my screen every time, I'm using a 50inch tv for my monitor via hdmi) when it posted the first time it had the border, when I restarted it it filled the whole screen. When I build it inside the case the PC only comes up with "safe mode" LOOK A LIKE, no internet connection, and missing drivers ( I know it's NOT safe mode because if it was safe mode it would say safe mode in the corners of my screen)

Any ideas?

Also I'm getting a GTX 970 arriving on Monday 11/30/15
