so why is the problem continuing with no OC? thats my biggest concern now.

I recently tried to OC my EVGA 960 and was able to get it to about a stable 100mhz higher. After i tried it at 110mhz and it crashed i did one last test at 100mhz and the preformance was less than half of my original score with no OC then when i tried no OC i got the same result. I tried powering off for a bit then running a test with no OC again but i still got the same terrible performance. What do i do. this is a very new gpu and i really dont want to half to buy a new one. The one thing i noticed is that before it got bad it was getting up to 71C but now it will barely get above 50C. please help. will turning it off for a while do anything?

What do your clocks look like during a stress test?  What voltages were you using?

i was using MSI afterburner and turned the max voltage to 110% i got a 3d mark firestrike score of 6666 without oc at 1279mhz and a score of 6900 at 1379mhz

Are you sure it wasn't the power limit at 110%?  Because that's pretty standard that everyone can do harmlessly.

You only raised your power limit.  Try raising your core voltage by +10 mV and see if it stabilizes.

You only raised your power limit.  Try raising your core voltage by +10 mV and see if it stabilizes.  

MSI afterburner is not allowing me to do that, and for the moment i would not like to do any for OCing until i can get it working without an oc at a normal FPS

That means you never actually increased the voltage, which means you got a freaking 100 Mhz increase on stock voltage... you have a very good card :D

Yes this is my first time OCing so i didnt go crazy and with MSI afterburner it only let me do up to 110%

By increasing power limit IT ONLY ALLOWS THE CARD TO USE MORE POWER.  Basically, you're not giving your card enough power.

Your GPU will be fine.  Nvidia sets really limited power limits so you could max out the Core voltage and not damage your card.

Your GPU most likely didn't get enough power and downclocked itself.  I had that same problem when I overclocked my 970.

It may have set into some safe mode.  Could you try shutting down and unplugging the computer completely, and even removing the CMOS battery for a little bit and then fire it back up?  It's a long shot but it's all I can think of
