When you attempt to boot, does the HDD light come on or nothing? I use to have this problem with my Pentium E2180, for whatever reason, it seemed to be quite sensitive to subtle shifts in the socket. Idk how it shifts but I guess it just finds ways of naturally accomplishing that. If you have a motherboard speaker, what happened to me each time was no beeps, computer just on and nothing. Try reseating the CPU

System: Intel Core i3 3240 @ 3.4GHz, EVGA GTX 960 SSC 2GB ACX 2.0, 8GB 1600MHz DDR3 Kingston HyperX RAM, ASRock B75M-DGS R2.0 Motherboard, Corsair CX430 W Power Supply

well if absolutely nothing is happening (assuming that also means no sign of power to any component) then I'd think something is wrong with your PSU
