I could not squeeze in an i5, the price was $560.  I dropped to the i3 and figured why not go Skylake.  I cheaped out on a hard drive but that is something you can easily upgrade later for a low cost:

My friend will play GTA V, skyrim, Batman Arkham series and many other games

 

Note:  The Mail-In-Rebates save you money many weeks later, not when you purchase.  Notice the build list you just posted:  It is $613.09 ($543.09 + 70 MIR) before rebates.  That is what you pay to purchase it.

 

For $600 you can easily grab an i5 + R9 380.

You really want a quad core CPU, I would suggest an AMD card at this price point. A 4gb GPU will serve you longer. Quad core CPUs are becoming required for modern games, so rule out any kind of dual core system, even if you plan to overclock. 

 

I would also suggest trying to squeeze an SSD in there, it's super worth it. Load times will be like nothing you've experience in gaming.

FX is not much better than the 860K at all.  The IPC between the two is nearly the same with the 860K being the faster single core performer.  Stick with Intel and never mind the SSD.  You don't have a budget for a SSD.  I was just making a point with that build.

Ideally you would want an i5 or better for GTAV.  It is one of the few games that likes more cores.  An i5 would be way faster and stable for running GTAV.

 

I would still recommend the i3 as it will easily compete with the 6300 (maybe even be faster than the 6300 in GTAV).  GTAV is not the only game you will ever play and the i3 will outperform the 6300 (stock) in 99.9% of games.

If your friend was doing any sort of serious video rendering he would not have a $500 budget.  Increase the budget to $550 and get an i5 4440, or I can make you an FX 8XXX series build.
