Is the r9 390 relly all that bad at running fo4 that I shouldn't get it or is it worth it?

With that being said, one game shouldn't be the sole reason for you to not buy an overall fantastic card, and one that is better than its competitor (assuming you're thinking about buying the 970 instead).

Is fo 4 runable on the 390 at 60fps 1080p or does it just not run?

The only reason the R9 390 performs worse than the GTX 970 is because AMD hasn't updated their drivers yet. And yes, it will run either way.

I get 60fps most of the time after the new drivers on my 290X, so I would assume you will be fine with a 390.

I am building a pc for the first time and I really want fo4 but I don;t know which card is better. keep in mind I will also be playing other games and modding as well.

You will get 30 FPS, most likely 50. It's only a 5-10 difference.

I just watched a video of a guy playing gta 5 with that super realistic mod at 4k and he was getting solid fps with the gtx 970 so is the 8gb vram a bit overkill?

You can get 60fps and have Fallout 4 running like silk using a 390 by setting the shadow distance to medium. Or overclock your RAM so that the 390 can do its job and keep the setting at ultra with the rest.

It's not a 390 issue, it's how the game is built.

With catalyst 15.11.1 release most AMD users including 390 seem to be getting smooth game-play.

 

And loads of Nvidia users too are having issues with the game so there's that...

Even i get fps drops in the city when i dont turn shadowdistance to medium. Your Card should do ok though.
