I think so but don't really know how, at the very least you don't have pro so you can't delay updates

I'm planing on buying Windows 7 for my new build ,then upgrading to Windows 10 for free . Does the Windows 7 32 bit make a difference when I install Windows 10 64 for free ??

First: How does this in any way at all have any relation to the networking sub-forum that you posted this question in?

Second: Upgrading will give you the same architecture. If you start with 32 bit Win 7, you will get 32 Win 10. To get 64 Win 10, you must first install Win 7, upgrade to Win 10, verify that Windows is indeed activated and then you the Windows install media creation tool to create a 64 bit install media for Windows 10 and do a clean install ON THE EXACT SAME HARDWARE that you performed the Win 7 to Win 10 upgrade on initially.

Or just start with a 64 bit version of 7 to begin with.
