So, I'm planning on buying some new parts, and combining them with a few old parts from my current PC to get better performance, and since I'm no computer genius, I'd like some help.

Would the AMD cpu perform better if I OC'ed it? Better yet, what's the best cpu to get under $175?

 

No.

 

The i5 4440(Haswell), or the i5 4460(Haswell Refresh) are the best value for gaming. 

 

The AMD 860K is the best budget option, but no where near the Intels.
