Option 1: Buy a prebuilt with decent specs for $350-450. then spend a few hundred on a GPU & PSU 

Option 2: Go on pcpartpicker and spec up a PC. the OS costs $100 alone however you can go on to markets like g2a and get them for $40.

Option 3: when someone else has an idea on this thread go for that one.

If you're looking to build the system yourself go with something like what I have below and then pick up the OS off reddit for uber cheap.
