Will an i7 4790k bottleneck a 980ti? Also, does the Msi Z97 Gaming 5 mobo support overclocking?

No and yes

The i7 will defiantly not bottleneck the 980ti.

All Z series motherboards support overclocking but you can overclock on basically any motherboard z series or not.

Btw have you considered skylake?

No, and all Z motherboards support overclocking.

The i7 4790K will not bottleneck the 980 Ti.

 

Also, all boards running the Z97 chipset are capable of overclocking...at least, to my knowledge.
