Christmas Build For Little Sister 500 USD

Came on here and thought i would get the most help i could for this build considering this is mostly a forum site about 
PC's. Anyway for this build i would like to try and get something small like a mini ITX if possible. Id do this myself but i don't trust myself to find the best stuff for the money and i like to see different builds from other people and a different variety of parts. 

 

My budget is 500 USD for this and i will be donating a XFX R9 280 and a 500 Watt EVGA 80 Plus Bronze PSU from my build since i am upgrading both so u can leave that out of the build. WINDOWS 7 IS NEEDED !

I don't mind if the price goes over a little bit like say 20 dollars or something , it will be fine since me and my mom will be splitting the cost of this.

 

Another note she is a heavy GTA 5 user.

A power supply has no relation to compatibility with a generation of your CPU, it should be fine depending on your graphics card.
