Probably a draw call bottleneck caused by the CPU.

Overclocking the CPU might help but I see you have already done so.

There are rumors that system memory speed affects performance, but not conclusive.

It's ruining the game for me atm, if i disable v-sync my FPS is fine but then it just stutters.

Maybe just drop a few settings, I turned AA off and i am getting 60fps on Ultra at 1440p on my 4770k and single 780ti

At some points whilst playing (at diamond city for example) i get around 45 FPS and my GPU usage is at about 75%, is there anything i can do to try and solve this?

I have the latest drivers etc.

Then probably not a bottleneck issue.

I see you're running SLI. Could be the cause?

Also what's VRAM usage like?

Draw back mostly likely isn't cpu related. But a problem I found with the engine. If your cpu isn't being maxed out then turn shadow distance to medium as anything higher breaks the game for a lot of people. Myself included. Makes shadow pop in terrible but it's worth never dropping a frame below 60 for me.

VRAM usage is under 2GB, and it could be something to do with SLI i will see what it is like with it disabled.

ummm what? I can't manage staying above 60 at ultra with fxaa at 1080p. I can without god rays on ultra. I wonder how you are managing that. What drivers are you running?

Seems to be better with SLI disabled, i hope SLI support comes soon as i would like to play at 5760x1080.

Is it overclocked? How much if so?

You can try disabling "God rays".

However there's a glitch in the options menu. You have to first set everything to low pre set then up everything else.

Turning it off manually will just put it on low.

It's not a race to the bottom.
