Okay so last week my friend was playing games on his pc at 60+ fps any game it was he could run it. Well now for no reason every single game he plays he only gets 2 fps.

OS: WINDOWS 8 PRO 64-BIT

CPU: AMD FX-4100

RAM: Kingston Hyperx 16GB DUAL CHANNEL DDR3

MOBO: GIGABYTE GA-970A-DS3

GRAPHICS: EVGA SUPERCLOCKED 750TI

STORAGE: SEAGATE ST31000528S 1TB

Now I know this hardware is terrible, but just a week ago he was getting perfectly fine framerate. Now he can't even run mount your friends.

My friend really needs help, I have done many things to try to make it work but they all failed.

Seems like a massive overheating issue. Check with RealTemp and GPU-Z.

WWhat?

If it was overheating it would be an issue ever since op built the pc

I just fixed the cooling issue he had 2 months ago his temps are normal and he did a driver update 2 days ago.

That's exactly what it is.

Check out my guide on how to scan cover art here!

It could be a lot of different things, we need data like temp levels, overclocks? what case how many fans? what cpu cooler? when did he last clean out all the dust? how hot is his room getting?

Download something like HWmonitor to see if his temps are bad, since it could be something like his CPU fan failed and the CPU is thermal throttling to save itself or he has never cleaned his PC and the dust buildup is hurting his airflow which causes the CPU to thermal throttle as well.

EDIT: Oops didnt see you have already done that, the next logical step is to do what everyone else is saying and that's roll back your GPU drivers

Friend could have itchy fingers and opened up the casing and fiddled with stuff.  OP didn't say he didn't so it's always a possibility.

QUOTE ME IN A REPLY SO I CAN SEE THE NOTIFICATION!

When there is no danger of failure there is no pleasure in success.

that is the first thing he did, his cpu temps are 25C while idle and 55C when 100% load. he using a coolermaster 212 evo, his room is always really cold he has 1, 120MM fan in the back and 1 120mm fan in the front. and GPU temps are 30C when idle and 60C when 100% load

Ok that is funny but I do know what i'm doing with my computer and I do not mess with anything in the case.

Could be possible a part has failed. Either that or he's messed with settings and borked something.

he has not messed with any important settings recently so we do expect it to be a failing part just we want to make sure.

Like others have said, you can roll back drivers see if that helps, but if it doesn't then you'll have to test some of his parts in your system.

roll the drivers back to an older version.

anti virus/anti-malware scans.

windows updates.

try a system restore. if that doesn't help there's probably a hardware problem yet to be determined.

we have done anti virus, and we are now rollingback drivers will give an update soon.

the drivers are rolled and the issue still persists

Time to start swapping parts out.
