Dont do all in the same time - go thru each step.
1. Check if you have a program called Virtu MVP installed by any chance and if yes the disable/uninstall it.
2. In BIOS (if you have CPU with integrated GPU) disable integrated (iGPU) GPU.
3. Check motherboard website for BIOS update
4. Plug in other card in and check if same thing happens when you install drivers for that specific card. If not - your card is messed up...
