I have 8GB of 1600Mhz DDR3 in my PC (2x4GB) and there's a seeing in my bios that seems to be for 32-Bit systems but affects my system even though I'm not using 32-Bit. The option is for addressing more than 4GB of RAM but disabling it makes my system think I have slightly less than 8GB (about 7.5GB). Why this has that affect is beyond me since I can't see a reason to turn it on it off other than a few extra megabytes of available system memory.

Silly question... you are using a dedicated GPU right?
