My budget is about $400 (no more) i want something that can at least run Cities skylines at least medium to high settings, if that's too much then just try to find the most performance to price laptop.

Not sure if thats possible for that price. Cities is a pretty CPU intensive game iirc?

2nd hand it has to be. You ain't getting any even decent laptop for gaming for that price. I had one for 300 and it couldnt even run chrome properly.
