Will an i3-4160 be able to support 960's in SLI? And if not am I better off putting the money from the second GPU into an i5-4460 and getting the other 960 later? Also is the i3-4160 a good CPU for a starting point to then be able to upgrade to an i5?

why are you going 960 SLI . get  a 390 instead with the i3

If you haven't bought it yet, i5-4460 + 380 is a better combo unless you have the funds to go i5 + 390. If there's a single better card, get that over 2 weaker ones.

The i3 will bottleneck 960 SLI but it would still be better then an i5 with single Gtx 960

This is indeed the best option , sell your gtx 960 and buy an r9 390

an i3 will botlleneck the r9 390 only in cpu intensive games like GTA V , Far cry 4 ,....

If you're gaming you'll be better off with the i5, some games don't really like hyperthreaded dual core CPUs. i5 and Gtx 960 will do just fine for 1080p gaming. Still if you can avoid SLI with two weak GPUs and buy a single powerful one instead.

Any 380 with 4GB of VRAM is good but leave out Asus and Gigabyte.
