So basically I bought a 250 gb ssd and currently i am using a 1 tb hard drive, I would like to move my os to my ssd and I was wondering if I restored my computer to factory setting and when the widows installation option comes up when my computer first boots up will I be able to choose either my hard drive or ssd to put save my os? or do I change the boot option in the bios to use my ssd THEN restore my computer to factory setting?

There is an option to choose which drive to install windows to in the installation process.

Also if I refresh my computer will it give me the option to change my os to my ssd?

If you use an installation DVD or USB drive, then you'll have the option. If it's a prebuilt system like a laptop with the installation media hidden onto the HDD, you won't have the option. You won't have really any options if it's a prebuilt machine. It's a highly automated process. You can, however, get your hands on a loaner installation DVD/USB-media and re-use your key.

When you are doing a fresh clean install of the OS it will give you the options to choose on which drive to install it and how to partition the drive. I would strongly recommend disconnecting all other drives from the system besides the one that you want to put the OS on just ot be on the safe side and avoid any potential driver issues and other problems. Doing a fresh install would require you to also reinstall all the programs and games. The rest of the data on the old drive should be safe. It is recommended that you delete the whole OS partition from your old drive once you are done transferring whatever you want to keep from it.
