I have 2 HDD's 1 3TB WD Black and 1 3TB WD Green, is it possible to get say a 60GB SSD and split it as 2 30GB drives and each one be a caching drive for 1 of the HDD's and setting up caching would i have to wipe the drives. Thanks.

You really would only need to do that for the boot volume.

I have a 250GB SSD as the boot drive and my WD Black drive is what all my games and stuff is on so i only really want to cache that for a bit more speed the green drive isnt to important

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

I'm not sure if that's a feature that can be set up, but I'd be willing to bet your paycheck that if it is, the performance gain wouldn't be worth the cost of the small SSD.

Since you already have a large SSD for your OS and most demanding applications I doubt that you'd need faster performance from your WD Black. Games don't really benefit from fast storage except for their loading times and you would need to play mainly just a few games so their files can be stored on the small caching SSD in order for you to see some benefits. 
I would say to consider which of the things on your computer really benefit from faster access times and high transfer speeds, move them to the SSD and then allocate everything else to the WD Black and WD Green drives (depending on your preference). If you still more fast storage, simply get another full-fledged SSD. :)

Maybe just be more beneficial to buy a second 250GB SSD for the bigger games i play like GTA and SC

Yeah i like fast loading times and chucking something like GTA on the SSD does speed up the Online loading time xD so i think it will be worth it

There is one drive that recently stopped being produced that has 120GB SSD in it: WD Black2: http://products.wdc.com/support/kb.ashx?id=YjXvgX It's a nice and fast Dual drive that combines a 120GB SSD with a 1TB HDD. The two portions of the drive work separately (unlike a SSHD) and it's a pretty good upgrade to any single-bay system. :)
