Working on a budget build Christmas present

When my brother left for college 6 years ago he left me his shitty pre built xps pc that had just been upgraded with a 470. That junky little computer got me into the pc master race and now I want to repay him. This build is planned as a graduation/Christmas present as he's graduating in January. This is just the shell of the build as I don't really know if I should go team red or green for a budget build. I'm looking for a cpu with 4 cores and a gpu that is in the 960 range of power but that's really all I have now :/ I want to go micro/mini atx to keep a small formfactor build and keep a cubish style of case. . I'm trying to work with a budget of $650ish

It's the cheapest way to not get ketchup and mustard cables.

That's valid.  For that price, get an EVGA GS.  But the case and HDD are way to expensive.

Yeah I'm looking for a cubish shaped case and that was just the first one that came to mind.

I can vouch for that case and yes a modular psu would be very helpful, but that one has a higer wattage the n what is needed, and this is basically what I want to upgrade too, but with a 4690k...

 

oh and I forgot to mention I want a LTT edition fan for the front...

If you can grab the LTT, do it owo but thats really the best I can do price to performance with your budget getting the best frames possible..
