The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

personally i would get S340 and move the fan 1 on the Top and 1 on the Rear

I have heard good reviews about those fans, they are PWM too. I think they come with a PWM splitter so you can run more off of one port. Good for the price.

from a raw quantity to price ratio. yes.

 

but I still wouldn't buy them. there should be a LTT video going up today that analyses how the number of case fans effect temperatures. which basically showed that the difference between 2 fans and 5 fans was only about 4 degrees. and most cases come with 2 fans that will be just fine.

 

Edit: this is what i'd do for a $900 build (with no extra fans, there are 2 good fans that come with the case, just leave 1 in the back and put one in the front):
