desk problems

well im trying to take the darn top part of my desk off but I can't. ask shown below those are the screws and the locking part. i've untightened all the screws but it only loosened the large flat part and not the crappy top part that no one would want. sorry for the bad explanation but I have no clue what to call the diferent parts.
