Actually this works fairly well but requires a bit of manual labor in setting it up: Raspberry Pi 2 Model B + any microSD card at least 4GB in capacity + TP-Link TL-WN721N (or any other USB Wi-Fi dongle that works under Linux) + microUSB cable + reasonably solid phone charger. You can go through your parts bin for some of those parts.

 

On the software side of things you can use ready-made packages like OpenWRT but my personal preference is rolling your own starting from a fresh Ubuntu install.
