I need a budget CPU. I plan to use it for gaming, recording/streaming and rendering and therefore needs to have lots of cores. I am on a budget though.

If you want something cheap you might want to look at the FX 6300. Get a good cooler like the hyper 212 evo and overclock it to get the most performance. If you want to go extremely cheap and basically spend nothing I suggest this xeon from intel http://www.superbiiz.com/detail.php?name=E5-2699V3&c=CJ . I don't know your exact budget so yeah.
