Cant revive Windows 8.1 to factory settings.

I wanted to start with my Windows from beggining. So i entered to pc settings. Recovery and update. Choosed to clean all data and start from begginnig. I pressed Button and message appeared. Some data is missing. Windows is will download it ( or something like that). And that message stayed for 20m. Am i doing something wrong?

is there a Windows.old file in on your C:/?
