Some of my friends were wondering if they could get a pc for that price and I figured you guys could come up with something better than i could. :)

My Build: i7-4790K, 212 Evo, Asus Maximus VI Extreme, Crucial Ballistix Sport 16GB DDR3-1600, Intel 730 240GB SSD, WD Blue 1TB, EVGA GTX 980Ti ACX 2.0, NZXT H440 Blue/Black, EVGA 650W 80+Gold.

Most of the time, it's not the computer, it's the person using it.

Does it need an OS or peripherals? Are there any components that could be reused from an old system (ex. RAM, SSDs, moderately-aged HDDs, MOBOs, CPUs, cases, nearly new PSUs, etc)?

I wasn't willing to settle for less than an i3, so the GPU is lower end than most of the build out here, but it won't utterly drop frames like dual cores or suffer from weak cores either.

I don't believe a SSD would be necessary at this price point; you'd be sacrificing a lot of gaming performance for a speedier boot.

SDDs benefit much more than just boot times. It makes the whole Windows OS much more snappy and enjoyable to use. Though I do agree that at this price point it's sacrificing too much GPU horsepower.

Also, since it's being used primarily for gaming, the OP's friend won't be spending much time in the OS anyway.
