I was curious as to what settings make the biggest impact is raising fps. As far as I can tell none of them make huge difference to me.

what PC specs?

 

you can try downloading optifine and enabling "multicore rendering" if you have a weak CPU

I have a fairly decent cpu. Quad core 3.5 ghz. AMD if that matters. On the graphics side I'm using my first ever graphics card which is a 6770 and i assume that is a bottleneck. Actually that raises my other question, should I save my money for a new graphics card or just wait till I can afford a whole new pc

6770 isn't great but it isn't bad either.  MInecraft is very single-thread CPU intensive by default, so it very well could be your CPU thats the bottleneck.  If you download and instal optifine, it has an option for multi-core rendering as I detailed above, which could really help with a CPU with weaker cores (like a quad core AMD or intel Core 2 Quad chip)
