What psu do you need to overclock them safely 

650 watts psu should be fine. go for a seasonic brand or xfx

I would say a minimum of a 750W PSU. Perhaps one of the EVGA G2 line

That's only enough for running the cards, not overclocking.

Yes, but the ssc card would be running at the stock clocks (roughly 10% or so slower).
