Bad image link for me. Its an i5, not unlocked, solid performance. It really depends on use-case and price point whether or not to buy it.

It's a small black dot on one of the points where the pins go

that is a  smudge (it could be on the camera), or burn on the cpu.

Internet us full of lies, unless he shows you it works perfectly I would not go near it. Even then I would be skeptical.

Don't buy it. The user had a bent pin on the socket that shorted the two contacts. Since it was enough to leave burn marks, it was more than enough to kill the CPU. It might post fine but be unstable or crash at certain functions.

It's most likely defective. If you can, let the seller send you a video with this CPU to prove that it's functioning.

You should buy it only if you are proposed to be stuck with it if it doesn't work. A video can be faked. It seems pretty sketchy, if you buy it and doesn't work, you won't have anyone but yourself to blame.
