Google Chrome Stoped Working

So my mom's computer apparently hates chrome now because it won't launch it, show any running programs in task manager, or able to uninstall or reinstall (Says a window is open, but nothing is visible). Is there a way I can fix this?

 

 

Edit: I installed Google Canary so she can access her account, the problem should be fixed once I upgrade it to windows 10.

Just chrome? I would try running Malwarebytes if its not allowing an install or uninstall.

Get an new copy of chrome by downloading a new copy to install if you can't reinstall

Tried that, doesn't change anything.
