HELP. Internet problems

Idk what the hell is wrong with my computer. I'm on a wired connection and usually have 28 mbps for my download speed and right now it's 1.2... WTF. everything else kinda got slow too and i cant even watch 4k videos now on youtube. someone please help. This already happened to me in the past and i just shut off my computer and turned it back on and everything was back to normal. i already tried it this time but nothing happened. It's a really fast computer acting really slow right now for some reason.

WTH my ping went from 13ms to 57.

lol idk what's happenig. now i tried it again and everything was back to normal speeds. Then i tried it once more just to make sure and it went back to shit for some reason.
