CPU Speed Discrepancy Issue

Noticed this little gem during stress testing. Which speed is correct and if it's the lower why is the turbo not working correctly?

The 2 probably update themselves with a 0.5 second delay from one another, so any fluctuation in clock speed will show on one and not the other, and when the next update happens, both are using values 0.5 seconds apart again.

Surely during a stress test the frequency should be constant though?

I noticed that too, windows is faulty here, don't know why/how to fix it though, doesn't impact anything so...

So is the 4409 mhz the actual speed it was running at during the test?
