I have been looking around and people state gpu backplates increase temps a little but on the manufacturers website it states " Helps to reduce heat by up to 3 degrees Celsius ".

 

So will adding a backplate to my cards decrease or increase temps?

 

(EVGA 580 Backplate)

 

I am more going for a clean look, not to decrease temps but I also don't want to increase them in any way also.

Depending on the material and what areas it covers, it can reduce or increase. Metal back plates tend to reduce, however plastic ones can increase. The 580 does run a bit hot however the back plate makes the card overall much sturdier.
