First PC build help

I really want to build a cost effective gaming rig and Ive been doing a lot of research but I still need help with understanding how to choose specific products.

I'm looking to keep my build sub $1000 and from what I've researched I want a i5 4690k and a gtx 970. Should I be looking at a i5 6600k?

How do I pick a good motherboard that will allow me to OC my CPU while being relatively easy to set up.

sub $1000 including monitor, keyboard, mouse, operating system?

You can push the budget by about $30 to get a nicer case.

Unless you want ddr4 memory you don't really need skylake.

I posted my almost complete build but could use some help. I know I'm a complete noob but I've been learning on my own from reading and YouTube videos alone.
