Yes you can. Without a doubt.

I had  GTX 660 with a power hungry AMD cpu on a 450watts and such without problems for years.

There will be people here saying you'll need more for "headroom", don't believe them because you don't need that.

should be fine as long as youre not overclocking too high, the 950 isnt a very power hungry card

Also a GTX 950 takes little power. 250W would be enough wattage but you definitely want a good quality PSU. Check out the PSU whitelist in my sig for good options.

Okay, that makes a lot of sense. And the 660 has a TDP of like 140w? I have a friend who bought a PC with a 4770 and 16GB of RAM and a GTX 660. I'm still trying to get him to upgrade and get a relatively decent graphics card.
