CS:GO Game not booting up

I have just finished my new gaming PC as of today but as I was installing my games on steam, I finished downloading CS:GO (the first one to finish downloading) and then attempted to play it and try it out but as I attempted to do so, it gave me a flicker of a black screen. As I tried to start the game again, it gave me an error saying that the application was already open even though it wasn't. It linked me to a support page but all the steps have been unsuccessful! Need help ASAP!!!!!

Did you try... turning off your computer and turning it back on?

try looking in the task manager to see if the exe for cs go is still running somehow, and end the task if it is running.

Goto the task manager and see if the csgo exe file is running, if so force "end task"
