VGA card issue

help,

my VGA card HIS r9 280x iceQ X2 turbo is getting overheat after i replaced the thermal paste. I use furmark to test it with 2x msaa,1366x 768 and the heat runs like crazy to 85*C as i click the test button at the very first time. I've checked everything if something installed wrong but i'm sure everything is installed perfectly, HSF, Fans are installed good but still getting the issue. if i touch the heatpipe at 70*c i dont feel any heat but it turned warm when 78-80*C. I assume there is problem with the thermal paste quality. i bought it about $1 or less. but i also use it to my CPU and works good. or maybe its bcause my VGA is tweak version.  so.. is my assumption true or wrong? and what i have to do? Thank You.

Roles or characters in games: 
WarThunder = Tank destroyer and sometimes my KV-1B if im bored 
CSGO = Sniper, I seem to be able to AWP 'well' apperently 
RPGs in general = Mage or Tank w/ resoration

i know, but it seems abnormal. the heat line on furmark should like someone hiking a hill, but in my case seems like it climbing a cliff. it would get more than 90*C if i let it run.
i checked my VGA with furmark before this problem came. and the result is totally different.
