Cpu Usage Spikes When Opening any Program and while idling

My CPU Spikes While I'm Idling and when i open a program. This didn't use to happen i just built my pc and it was running battlefield just fine but now i cant even launch the game because my CPU maxes out before i get into a game. Now. I know what you might say... "you have a virus" OR "You have a background task open" Or "have you tried a fresh install" I have done a fresh install i was on windows 10 now im on 7 and the problem still continues. Also my temps are fine. Please i need some help on fixing this problem and fast. I attached a couple pictures of my task manager and temps. I have all OC turned off but was running a 4.5GHZ OC When the problem began.
