I want to make a pc that is around $400 I'm fine with AMD or Intel and the graphics card only needs to be able to run minecraft @ around 40 fps and have usb front headers on the case

Gotta step you up to terraria though man

Low power, low heat, tiny system, not too expandable though, I'd suggest saving up a bit more and getting this PSU so you can throw in a dedicated card later

This can run battle field 60 fps OC. Just grab a decent air cooler in a week or so and you're good to go.

If you have the money now add on a evo 212 or something

SSD drives can really speed up your pc overall, plus, having your os on a ssd is a BIG plus. He can always grab a 40 bucks HDD in a few more weeks if he needs more storage.

it would be better to get a hdd now just to have a pc up an running then switch to ssd later when he can get a good 500gb 850 evo or something.

Considering he only needs it to run one game for now, it'll be fine, plus that case is going to be extra tight with a 3.5" drive

I guess it's up to OP now!

If that's the case he could skip the ssd and go with a better MOBO since my build is only 404 USD

You can get a 2.5" hdd? And you can always pick a different case, honestly its worth it to get a better case

But then you'd lose it's very small size naturally.

Laptops use 2.5" hard drives...I think there's even some old companies that make even smaller hard drives
