Help! (please) Unusual lag!

ah it was a bios update. thankgod. sorry for getting worked up guys. it was bugging me that i couldn't update my bios. 

Hi guys, i recently built my gaming PC and from day one i have been having this issue that i cant find the answer to on the internet. if anyone has some idea or something that can help me, i will really appreciate it.

 

okay so, every time i start up my PC, even though win-10 boots from a samsung evo850, it boots up SO slow, and when i finally log on, the whole OS lags badly, (the wifi, graphics/animations, videos, sound, search engines all lag) and I'm forced to restart my computer. upon restart, it boots up in like 7 seconds (improvement) and the lag goes away. its as if nothing was ever wrong. sometimes, i push the start button, and the mobo lights up, the gpu lights up, but the mobo doesnt start up the bios, ie: doesnt boot up.

 

So let me clear up what you might be thinking right now.

 

its not the: Start up programs (because i haven't got unnecessary things active in the background). The operating system (because it did the same thing with windows 8.1) The graphics card drivers (because i reinstalled the drivers and it didn't change) RAM (because i have 16gb of it?) Task manager

 

could it be that i need more wattage power supply? (cant be, it works after the restart) 

Could it be that my mobo needs replacing? (cant be, its new...can it?) 

 

i assume its something really simple, because everything works fine on the restart god damn it!

The most likely cause are you graphics drivers, do a total uninstall of them, and then install them again from scratch. 

If you're still adamant that they're not at fault, then try disabling fast start up, see if that makes a difference.

The most likely cause are you graphics drivers, do a total uninstall of them, and then install them again from scratch. 

If you're still adamant that they're not at fault, then try disabling fast start up, see if that makes a difference.

 

This .... I had a few issues with my Realtek audio drivers too .... you might want to reinstall them if the graphics drivers dont make a difference

okay, so update on what i did. 

 

ive entered the bios to turn off the fast boot, and i realized that was lagging too. the mouse was laggy and it was slow. so i updated the motherboard drivers, and failed at trying to update the bios itself, because windows "cant run this program". anyway, frustration aside, its not the graphics drivers, as ive uninstalled ALL of them OVER AND OVER by EVERYONE that seems to think its the graphics drivers when i keep telling people that it fixed itself on the restart. sigh. i appreciate everyone's attempt at helping me fix t he problem, and i think as we narrow it down after failed attempts after failed attempts, we might get there.. so my next step is to try what you all suggested AGAIN, by uninstalling all the drivers(while the pc continues to boot up like S**t, regardless of, if it has a driver or not).... can we get linus here please? LINUS! -_______- please help.. im beyond desperate at this point.
