Given your current CPU, you'll actually prefer the GTX 970 which can be found new at the price. The 970 can deal with CPU overhead much better than the 390 would, so even if the 390 performs "ever so slightly better in a best case scenario," you're not going to see it do better.

Generally, store refurbs are bad because they don't fix them or test them. Manufacturer refurbs such as EVGA Bstock ones are better because they actually fix it and test them individually.
