Will this work as a "middle man"?

I would add 3ish fans to each of the PCB splitter then connect the silent fans to it and the fan controller to the other side. Would that work?

Yes, it should work.

Didn't you just ask this somewhere else IIRC, but yes it will work, just make sure your not overloading the individual fan header on the controller itself by having too many fans on one.
