windows 8.1 not activating

i was trying to upgrade my girlfriends laptop to windows 10, but windows 8.1 was not activated, i tried activating it and it comes up with this KMS error code, and asks me to try later, i did it didnt work, and ive tried the other solutions that tell you to open cmd, type in some stuff then your product key, and that didnt work, its windows 8.1 on build 9600 and wont upto any further, how can i get it to activate

Do a clean install.

Please spend as much time writing your question, as you want me to spend responding to it.  Take some time, and explain your issue, please!

interenet is fine, they have been using it for years and i had it plugged in directly to the router

 

When I had that issue I had to run the activation as admin. That fixed the issue for me.
