I saw on steam that fallout 3 wasn't optimized for Win10. Does that mean it won't work?

It will but you will have to change some stuff to get it to work on windows 10. 

I was planning on installing some graphic mods.

Ran like shit on Windows 7. Tried several "fixes" with no success. Only thing I never tried was compatibility mode.

It works for me too, but i had to download "games for windows marketplace" since the game is older and requires games for windows
