Graphics Card Issues.

So I just finished building a new computer, i installed the operating system, and hopefully all the necessary drivers. I am experiencing a lot of lag, and stuttering even in my desktop. When i try to play a video on my computer It says that chrome.exe extension is blocked from accessing graphics hardware. Then the whole system restarts. 

PlZ help. I already tried tdp. first set it to 8 then to ten from Regedit. That did not work. 

 

 

I have an nvidia gtx 960 with the nvidia ctrl. Panel. 

 

 

Monitor is plugged into the gpu with dual link dvi cable.

removed any previous GPU drivers?

no. just installed from nvidia. 

Not sure if it's GPU-related actually.

it says blocked access form graphics drivers. 

You need an Nvidia user then. I'm not qualified here

Did you install the drivers using the CD or from Nvidia's Website?
